- Existing finite decision profile: 4,800 cases and selected critical mutations.
- Candidate attested tests: copied/replayed token, wrong measurement, provider signature,
  nonce, hardware state, context, source signatures, state/root rollback and no fallback.
- Candidate seeded scale: 90% decision transitions, 10% full envelope verification;
  internal provider fixture; no actual database/network pressure claim.
- Candidate region model: 24 schedules, 96 decision points; not a deployed region test.

Every result records its population. Known unsafe accept counts are meaningful only
within that executed population. No universal zero-false-FINAL guarantee is claimed.
