The Machine Deal Envelope binds organization snapshots, policy receipts, data-use state, negotiated commitments, the intended operation and the downstream Finality profile. If any governing input changes, the envelope becomes stale before execution.

Admission is deliberately separated from outcome truth. ORG/1, POLICY/1 and DATA/1 can make the pre-execution state internally admissible; Finality still decides whether the resulting obligation actually finished.
