FSI · Finality Sovereign Intelligence

General intelligence, governed by evidence.

FSI is the general reasoning and research layer of APEX. Interfaces and bounded control components exist; a capable qualified sovereign model is not established.

What FSI knows

Information is bounded by provenance, rights and current evidence.

The architecture accepts attributable records, declared relationships and approved model artifacts. A model prediction is not an authoritative observation.

What FSI can do today

The established result is a local research foundation.

The local APEX-0 artifact can generate text. Typed state, consequence and planner interfaces can carry bounded proposals. Research plans, results and model rights can be recorded. General reasoning performance and substantive model-led research remain unqualified.

What it cannot establish by itself

Authority and external reality remain separately owned.

FSI cannot infer legal authority, grant data rights, approve its own capability, manufacture an observation or declare a production-valid ending.

Learning and improvement

A changed model still needs a new evaluation.

Rights-bound data, versioned artifacts, signed checkpoints and evaluation locks constrain the local lifecycle. Final assessment is one-use; learned improvement, retained capability and production promotion require separate evidence.

Artifact rights

Use and revocation remain enforceable conditions.

Model and data admission, byte integrity, tenant scope, expiry and revocation are checked. First-party research lineage does not establish commercial exclusivity or legal title.

Intelligence and Finality

A capable proposal still owes proof of the ending.

Intelligence can sayFinality asks

I predict this worked.

What authoritative evidence establishes the required ending?

I recommend this action.

Who authorized it, under what constraints, and what outcome must be established?

I built a solution.

Does the result satisfy the agreed contract and evidence obligations?

I learned from the result.

What was known, what changed, and why was prior reliance reopened?
