AIOS authority is constitutionally fixed at zero. It may read, analyze, simulate, propose, and verify bounded evidence under human governance. It may not mint authority, approve itself, directly execute external effects, promote learning, or declare institutional closure.

This release is an E4 externalization candidate with a tenant-isolated executable reference Finality Control Network, a public GFS 1.0 contract, a cross-language conformance kit, cryptographically portable Finality Passport tooling, clean-room reproducibility, and controlled internal validation. It does not establish live third-party integrations, partnerships, buyer-environment validation, qualified independent assurance, certification, public production authorization, commercial adoption, market benchmarks, or sustained operational performance.
