API success is not reality commit.

The runtime refuses FINAL unless authority is active, execution is attested and bound to the action, authoritative-source closure is complete, required evidence is fresh, every predicate is satisfied and no governing contradiction is present.

Commit prerequisites

Every prerequisite is independently inspectable.

A generic HTTP 200 or workflow success receipt cannot satisfy the execution prerequisite.
