Evidence ceiling E3Proof boundary

SIGNED EVIDENCE

A source_id is not an identity proof.

Site 60 adds Ed25519 reference evidence envelopes. Every evidence statement is signed by a source key anchored in the accepted graph and is bound to the exact Reality IR semantic hash and graph hash.

Required bindings

Evidence is rejected before predicate evaluation when trust binding fails.

The outcome engine never treats a JSON field naming an authoritative source as proof that the source actually issued it.
