Federate authority without centralizing the private graph.
An institution can expose a signed commitment to its private authority partition, semantic scope, jurisdiction and epoch while raw private nodes remain local. Conflicting roots for the same partition epoch are explicit equivocation.
Disclosure boundary
Commitments cross the federation. Raw private nodes do not.
Raw private graph nodes and sensitive evidence remain local. Federation exposes signed commitments and selectively disclosed accepted authority assertions.
