Fourteen canonical steps. Order is normative.
Authorized → executed → closed is not equivalent to verified finality. Every consequential action progresses through attributable receipts, evidence, reconciliation, correction, independent verification, and reopenable closure.

Cryptographic verification is not the same as truth.
The Global Finality Standard is a public-safe contract specification. Conformance to a schema or profile is an internal, self-declared statement unless independently assessed. Nothing in this standard implies certification, partnership, endorsement, live integration, buyer acceptance, regulatory approval, or production deployment by any referenced protocol, network, vendor, or standards body.
