Issues are discussion. RFCs are durable proposals. Releases create normative force.

The repository includes GitHub-compatible RFC, defect, and implementation-submission templates plus a durable RFC registry. The hosted issue tracker is shown as live only when its real URL is configured.

  1. Describe problem and normative text.
  2. Identify compatibility and TCK impact.
  3. Disclose known IP/patent considerations.
  4. Run public review appropriate to change class.
  5. Record explicit Steward decision.
  6. Publish only in a versioned GFS release.

The source package does not fabricate a GitHub destination. Set GFS_PUBLIC_REPOSITORY_URL and GFS_PUBLIC_ISSUES_URL only after those channels actually exist.

Until then, use rfcs/GFS-RFC-TEMPLATE.md inside the import package.

Normative truth boundary

Cryptographic verification is not the same as truth.

The Global Finality Standard is a public-safe contract specification. Conformance to a schema or profile is an internal, self-declared statement unless independently assessed. Nothing in this standard implies certification, partnership, endorsement, live integration, buyer acceptance, regulatory approval, or production deployment by any referenced protocol, network, vendor, or standards body.
