A later step cannot begin until required earlier controls hold attributable receipts. Approval and verification require separated human authority. Material new evidence can reopen or supersede finality without rewriting history.

Cryptographic verification is not the same as truth.
The Global Finality Standard is a public-safe contract specification. Conformance to a schema or profile is an internal, self-declared statement unless independently assessed. Nothing in this standard implies certification, partnership, endorsement, live integration, buyer acceptance, regulatory approval, or production deployment by any referenced protocol, network, vendor, or standards body.
