Specification change process
Normative change is attributable, reviewable, and versioned.
Proposals use durable GFS-RFC identifiers and move through explicit lifecycle states. Discussion, popularity, or a product commit does not make a proposal normative.

Normative truth boundary
Cryptographic verification is not the same as truth.
The Global Finality Standard is a public-safe contract specification. Conformance to a schema or profile is an internal, self-declared statement unless independently assessed. Nothing in this standard implies certification, partnership, endorsement, live integration, buyer acceptance, regulatory approval, or production deployment by any referenced protocol, network, vendor, or standards body.
