• One FinalityID binds the action lineage.
• Authority, execution, evidence, verification, registry state, and passport MUST resolve to the same governed action.
• FINAL requires independent verification and no open closure-blocking contradiction.

Adds delegated human/organizational accountability for autonomous agents and protocol-neutral execution evidence.

• A Finality Passport MAY be represented using W3C Verifiable Credentials 2.0 without implying truth of the underlying claim.
• JOSE/COSE/Data Integrity security mechanisms are transport/integrity mechanisms, not substitutes for GFS closure predicates.
• SCITT registration, when used, proves transparent registration of a signed statement; it does not by itself prove the statement is true.
